Aethelgyth at Black Bush Station at X20-Y18 in Central Thanalan wants you to help his comrade Osbert by giving him a hi-potion. Head to the Merchant & Mender nearby and select 'Purchase Tools'. Scroll down to the bottom and buy a hi-potion. Offer the potion to Osbert at X21-Y17 to complete the quest.
